The Wimbledon & Putney Commons Act legislated for the need to preserve the Common for "public and local use, for purposes of exercise and recreation." The maintenance of footpaths was an important aspect of this, ensuring public access to, and movement across, the wide expanse of the Common, while safeguarding it from exploitation. |
