Britain has always relied heavily on the assistance of voluntary troops. By the Victorian era the size of the regular army was increasing. Nevertheless, of the 22,000 troops assembled on the Common to honour Kaiser Wilhelm, 16,000 were volunteers.

Kaiser Wilhelm, who was born on 27th January 1859 in Berlin, was the eldest child of Crown Prince Frederick of Prussia and Victoria, daughter of Queen Victoria of the United Kingdom. He became Kaiser at the age of 29.
