| Notes / History | Lieutenant Colonel Stephen Chart, was the first clerk to the former Mitcham Urban District council from its inception in 1915. He served throughout the First World War, rising from the ranks to Lieutenant Colonel and was awarded the Distinguished Service Order. When Mitcham received borough powers, he was appointed Town Clerk, a position he held until he retired in 1945. For his many services, he was made a Freeman of the Borough. |
