|At the time this photo was taken it was not uncommon for dairymen, who were considered unprincipled, to water their milk.
At this time a lot of village cow-keepers tended cattle that was turned out to graze on the common, and this cow-keeper/milkman was not an exception.
Although this was a very old tradition and practice that was defended by those who believed they had grazing rights, it was eventually brought to an end by the Common Conservators.
